La Marina Boliviana, navy without a sea

In the 1879 Saltpeter War, Bolivia lost a series of naval battles against Chile and Peru and with them its access to the ocean. Chile went on to become an economic power in the region; Bolivia became the poorest country in South America. President Evo Morales would like to see Bolivia leave the Organization of Landlocked Developing Countries where it commiserates with Bhutan, Burkina Faso, and Moldova. In the meantime, the navy holds maneuvers on Lake Titicaca.
